Increasing Extended Producer Responsibility (EPR) fees and penalties

From October 1, 2025, the Extended Producer Responsibility (EPR), DRS fees and the flat-rate EPR fees paid by vehicle manufacturers have been risen.

Significance of the EPR system

The aim of the EPR (Extended Producer Responsibility) system is to ensure that manufacturers and distributors pay the environmental costs associated with the disposal of used products and packaging.

Changes in the EPR system

It is possible for the minister to modify the EPR fee rates during the year in order to respond quickly to rising costs. It makes business planning more difficult for companies.

The EPR fees have increased in several material streams:

The service fees for products subject to mandatory deposit-return as follows:

The flat-rate EPR fees for vehicles has been risen in all categories.

Sanctions in the EPR system

Fines will increase along with EPR fees. In the event of failure to provide data or provision of incorrect data, the fine imposed will be equal to half of the EPR fee shortfall, which must be paid in addition to the outstanding fee. If it cannot be determined exactly what material flow (e.g., paper, plastic) the given quantity belongs to, the highest fee shall apply.

Example: If a company fails to report 10,000 kilograms of packaging and cannot prove its material composition, it must be charged at the highest current rate — HUF 219/kg for plastic packaging. Based on this. The EPR fee amounts to HUF 2,190,000, the fine equals half of that amount, i.e., HUF 1,095,000, resulting in a total payable sum of HUF 3,285,000.
